Hi, I'm Jeff Holtzinger

WHERE I COME FROM

I am William J. (Jeff) Holtzinger, P.E., Esq., a lifelong resident of Frederick County. My roots run deep in this community, and I am committed to serving the people who call it home. Growing up here has given me a unique perspective on the challenges we face and the opportunities that lie ahead. I believe in transparent, accountable leadership that prioritizes the needs of our taxpayers and residents over political agendas.

My career has been dedicated to public service and community improvement. With years of experience in local government, I understand the complexities of balancing economic growth with the health and safety of our citizens. I am passionate about fostering a business-friendly environment while ensuring the quality of life we all cherish. The experience I bring to the table has provided me with the skills to address these challenges.

Born and raised in Frederick County – Lifelong resident

Graduated from Thomas Johnson High School. Married to Pamela for 38 years. We have four children and two grandchildren. All four of our children live and work here in Frederick County.

Education & Professional Credentials
  • Bachelor of Science in Civil Engineering, University of Maryland, College Park (1987)

  • Juris Doctor, Catholic University of America (1994)

  • Registered Professional Engineer in the State of Maryland

  • Admitted to practice law in Maryland and Pennsylvania

  • Over 30 years of experience as a Civil Engineer

  • Over 30 years of experience as an Attorney, Civil Practice
     

Public Service Experience
  • Former City Engineer, City of Frederick (1999–2002)

  • Former Mayor, City of Frederick (2006–2010)
     

The majority of my career has been in the private sector. However, I also served as City Engineer for the City of Frederick for approximately four years. In addition, I worked as contract City Engineer for the City of Brunswick for several years and served part‑time as a Review Engineer in the Frederick County Division of Utilities and Solid Waste Management.

This combination of private‑sector and local government experience has provided me with unique insight into the challenges associated with growth and infrastructure management.
 

Record as Mayor

As Mayor, I streamlined local government without cutting services to residents. During my tenure, the City cut the tax rate twice.

I advanced several public improvement projects that had previously stalled, moving them forward and bringing them to completion. I also helped acquire 148 acres of land for a regional park.

Public improvement projects included:

  • Improvements to Gas House Pike

  • Widening of Opossumtown Pike at Thomas Drive to improve turning movements

  • Design of Shookstown Road improvements

  • Design and permitting of the middle section of Monocacy Boulevard

  • Negotiation of the Potomac River Water Supply Agreement (PRWSA) with Frederick County
     

Vision for Frederick County

In my view, growth—and how it is managed—continues to be the number one issue facing Frederick County. Closely related to this is the ever‑increasing real property tax burden placed on County residents.

While many current County officials speak about affordable housing, they often fail to acknowledge the increasing tax burden imposed on longtime residents. Year after year, new spending initiatives are introduced and later labeled as non‑discretionary, limiting future flexibility. I will be a good steward of tax payers money.  

At the same time, Frederick County Public Schools and the Board of Education are not held accountable to any meaningful degree for spending decisions. Unfortunately, this has coincided with a perceived decline in the quality of education. This is not a reflection of our teachers, but rather the result of policies and rules imposed by administrators and the state of Maryland.  

Although preserving Frederick County’s agricultural heritage is often discussed, the actions taken by County leadership frequently achieve the opposite result.
 

Commitment as County Executive

My number‑one priority as County Executive will be accountability to County taxpayers and residents. Frederick County can be business‑friendly while also protecting the health, safety, general welfare, and quality of life of its residents.

Achieving this balance requires experience in local government and an understanding of how to manage competing priorities. That is the experience I bring.
