The Potomac River Water Supply Agreement ( PRWSA), which Jeff negotiated with Frederick County in 2006 to resolve the City of Frederick water supply crisis. From  negotiating the PRWSA to getting water to the cows, Jeff has experience with water supply issues big and small.
